Why would a company block “Career Development”?

Today, when I tried opening Jobstreet.com at work, I was blocked with the message , “Access Denied. Your page is blocked due to a security policy that prohibits access to Category Job Search & Career Development”. What I’m wondering is, how insecure can this  company become when it resorts to blocking sites for “Career Development”? [...]
