Why would a company block “Career Development”?

Today, when I tried opening Jobstreet.com at work, I was blocked with the message , “Access Denied. Your page is blocked due to a security policy that prohibits access to Category Job Search & Career Development”. What I’m wondering is, how insecure can this  company become when it resorts to blocking sites for “Career Development”? Not only is there no room for growth internally, they block opportunities externally as well. Can you believe this?
